Program delivery update: DNA testing

The DNA testing instructions have been restructured and updated with new information in its entirety. For ease, the instructions have now been separated for citizenship and immigration where processes differ. Additionally, procedural updates, including but not limited to, the following have been incorporated:
- Receiving DNA test results from laboratory, recording DNA test results in GCMS, and reviewing DNA test results
- Procedures for virtual witnessing that is available at select International Organization for Migration (IOM) offices
- How to proceed when there is a positive or negative DNA test result, or when the client elects not to proceed with DNA testing
- A new standardized letter for officer use to ensure consistency across all IRCC offices
