Program delivery update: IL 3 – Designation of officers and delegation of authority

The Instrument of Designation and Delegation (IDD) has gone through an administrative review and has been updated (effective March 11, 2025). The updates include:
- the addition of designations related to the expansion and clarification of authorities to cancel temporary immigration documents for reasons related to eligibility, admissibility, and operational administration
- an additional delegation to limit the authority to refuse health insurance policies issued outside Canada for super visa applications to senior positions only
- a house-keeping update to correct errors in the delegations of Humanitarian and Identity Operations Branch
- a change of divisional names for new sectors and branches as a result of departmental realignments
- the addition of delegations and designations regarding the International Student Program to allow the department to implement recent regulatory changes related to designated learning institutions (effective December 23, 2024)
- a new delegation regarding the authority to approve health insurance policies from a company outside of Canada (effective December 23, 2024)
