Program delivery update: Open work permits for vulnerable workers [R207.1-A72] - International Mobility Program (IMP)

The program delivery instructions have been updated to include greater clarity and further guidance for officers. The updates include:
- The following new sections:
- Examples of situations that may not constitute abuse
- Missing documents or information
- Extrinsic evidence
- Supporting document requirements
- Procedural fairness and interviews
- Immigration medical examination
- Clarification that an OWP-V application cannot be made at a port of entry or an IRCC office outside of Canada.
- Further instructions on how interviews may be conducted, including examples of situations where an officer should consider an interview.
- Clarification regarding when officers should consider providing OWP-V applicants with an opportunity to provide missing documents or information (e.g., letter of explanation).
- Removal of the requirement to contact the applicant within 5 business days from receipt of the application.
- Further instructions to officers regarding refusals.
- Instructions regarding Immigration Medical Exams (IMEs).
