Program delivery update: Study permits – Provincial or territorial attestation letters (PAL/TAL)

Various clarifications have been added to the instructions for provincial or territorial attestation letters (PAL/TAL).

- New exception for 2026: Master’s and doctoral degree students enrolled at public DLIs
