Appendix B illustrates the logic model for Canada’s Membership in the International Holocaust Remembrance Alliance (IHRA) at Citizenship and Immigration Canada, which serves as a visual representation of the activities, outputs and intended outcomes.

Activities

There are four main activities expected to lead to outputs for the IHRA.

Activity 1) Participate in IHRA biannual meetings.

Activity 2) Lead/participate in IHRA working groups and committees.

Activity 3) Chair the IHRA (2013).

Activity 4) Foster Holocaust education, remembrance and research in Canada.

Outputs

These four main activities are expected to lead to one tangible output within the IHRA.

Output 1) Holocaust education, remembrance and research in Canada.

Outcomes

These activities and outputs are expected to lead to a number of immediate and intermediate outcomes.

Immediate Outcome 1) Canadians are aware of the Holocaust, understand its causes and reflect on its consequences.

Immediate Outcome 2) Canada’s approach to building an integrated and socially cohesive society is conveyed internationally.

These two immediate outcomes lead to one intermediate outcome.

Intermediate Outcome 1) Canada demonstrates national and international leadership in holocaust education, remembrance and research.

Ultimate and Strategic Outcomes

Together, these immediate and intermediate outcomes lead to a final outcome: Canada and other countries around the world have a more humane citizenry vigilant against anti-Semitism, racism and xenophobia. This ultimate outcome aligns with Strategic Outcome 3 (SO3) of CIC’s Program Alignment Architecture – Newcomers and citizens participate in fostering an integrated society.
