IRCC relies on partnerships with municipal, provincial and territorial governments as well as other external partners to deliver services to our clients. These partners can offer specialized expertise or add resources when there are surges in demand.
IRCC has contracts in place with Coradix Technology Consulting and Dalian Enterprises for information management and information technology professional services in an “as and when needed” capacity.
Key Messages
IRCC is aware of the allegations of irregularities found by Botler AI in the Canada Border Services Agency’s (CBSA) contracts with Coradix Technology Consulting Ltd. and Dalian Enterprises Inc. There are no connections between the contracts that IRCC and CBSA hold with these vendors.
IRCC has contracts with Coradix and Dalian to support its information management/information technology (IT) projects by securing resources on an “as and when needed basis.” These contracts were awarded following competitive processes through a Public Services and Procurement Canada (PSPC) supply arrangement, which has lists of pre-qualified suppliers.
There are no known irregularities with IRCC’s contracts involving those two companies.
Supplementary Information
Since October 26, 2011, Coradix was awarded 13 contracts with an aggregate value of $43,412,124 and Dalian was awarded eight contracts with an aggregate value of $46,569,430 for IRCC work. PSPC awarded 11 of these contracts with a total value of $89,831,611 on behalf of IRCC.
Over $89M of the value rest in 10 of the 11 contracts awarded by PSPC on IRCC’s behalf. Since 2011, over 350 Task Authorizations (TA) for work have been issued against these 10 Omnibus Task-Based contracts. The individual TAs over $10K are posted publically via proactive publication.
As needed, Coradix and Dalian supply contractors with specialized expertise in providing services for information management and information technology. These contractors include roles like enterprise architects; application and software architects; web architects; business analysts; business consultants, and project managers.
The contracts IRCC has with Dalian and Coradix are not the same as CBSA’s contracts, and as such, they were not part of the Botler AI review.
There are no plans to suspend IRCC’s contracts with Dalian and Coradix as they are not the same type of contracts or have the irregularities found in the CBSA contracts.
There are no known irregularities with IRCC’s contracts, which were awarded for the provision of IT resources on an “as and when needed basis.” Their purpose is to supplement our current resources with additional professional IT services when needed.
Like all Government of Canada departments and agencies, IRCC relies on many partnerships, across several levels of government and with external partners, to deliver services to our clients. These external resources support the Department both in terms of expertise and capacity.
