Question

With regard to relocation applications from Afghan nationals who assisted the Canadian government, as of June 20, 2022: (a) how many applications has the government (i) received, (ii) approved, (iii) rejected; (b) what is the reason for any rejections in (a)(iii); (c) of the applicants in (a), how many (i) remain in Afghanistan, (ii) are waiting in a third country, (iii) are in Canada; and (d) how many relocation applicants is the government aware of who were (i) killed, or presumed killed, (ii) incarcerated, or otherwise punished by the Taliban?

Insofar as Immigration, Refugees and Citizenship Canada (IRCC) is Concerned:

  1. As of June 20, 2022, the Canadian government had (i) received applications for
    14,951 persons (excluding non-accompanying dependents) under the Special Immigration Measures (SIM) Program for Afghans who assisted the Government of Canada. (ii) As of June 20, 2022, applications for 10,734 persons (excluding non-accompanying dependents) under the SIM Program had been approved, including those that had arrived in Canada.
    (iii) 8 applications, excluding non-accompanying dependents, totaling 26 persons had been refused.
  2. Of the 8 refused permanent resident applications, the breakdown of these reasons for refusal is outlined below. Please note an application may have multiple refusal grounds.
    • Applications 1 and 3 were refused based on A 11(1) and A16(1) of the Immigration and Refugee Protection Act.
    • Application 2 was refused based on A 11 (1), A16(1), A16(1.1) of the Immigration and Refugee Protection Act.
    • Application 4 was refused based on A 11(1) and A 16(1) of the Immigration and Refugee Protection Act and R 70 (1)(b) of the Immigration and Refugee Protection Regulations.
    • Application 5 was refused based on A 96 of the Immigration and Refugee Protection Act and R 70 (1)(b) of the Immigration and Refugee Protection Regulations.
    • Applications 6 and 8 were refused based on A 11(1), A 16(1), and A 36(2) of the Immigration and Refugee Protection Act and R70 (1) (b) of the Immigration and Refugee Protection Regulations.
    • Application 7 was refused based on A 11(1) and A 16(1) of the Immigration and Refugee Protection Act and R 139 (1)(d)(i) of Immigration and Refugee Protection Regulations.
  3. Of the applications for 14,951 persons (excluding non-accompanying dependents) received as of June 20, 2022 under the SIM Program, 4,422 persons (excluding non-accompanying dependents) remain in Afghanistan. 3,268 persons (excluding non-accompanying dependents) are in third-countries outside of Afghanistan or Canada, and 7,165 persons (excluding non-accompanying dependents) have arrived in Canada.
  4. While the Department acknowledges the threats that many refugee applicants face during the processing of their applications, the Department is unable to track and report on these occurrences.
