Key messages
- Throughout the pandemic, my Department has done an excellent job in managing its programs and services with the majority of employees working remotely.
- Most employees will continue to work remotely for the foreseeable future, but we also need to start looking at how to safely resume work that cannot be done this way.
- Plans will follow public health guidance and will be based on the state of the pandemic. Our top priority will be the health and safety of Canadians, employees and clients.
- Departmental actions will take into consideration both the easing of public health measures and the state of the pandemic where a worksite is located, in Canada or abroad.
- While it is still too early to speak to specifics, rest assured that the Government’s approach will be gradual, phased and include contingency plans to address a resurgence in cases.

- Immigration, Refugees and Citizenship Canada is working diligently to prepare and test plans for the re-integration of required portions of our workforce at departmental worksites in Canada and abroad.
- Employees are needed on site for the delivery of in-person services, case processing of critical paper applications, and to help keep the Department functioning (e.g., information technology, security, and facilities management).
- Consultations are ongoing with employees, other government departments, unions, service provider organizations and other stakeholders.
- Public health measures like physical distancing and hygiene will be critical, as well as work site modifications, cleaning protocols and other health and safety measures.
- Remote work will be used as much as possible. Planning will also address the needs and concerns of people asked to return to work sites and those asked to work remotely.

- In Canada: 2.5% (225) employees are working from the office, 68.9% (6,050) are teleworking, and 28.6% (2,512) are on leave.
- Abroad: 11.5% (163) of employees are working from the office, 35.5% (501) are teleworking, and 53% (749) are on leave.
