The application process for the Temporary Public Policy to Facilitate Temporary Resident Visas for Certain Extended Family affected by the Crisis in Gaza
- Crisis Web Form: Applicants or their representative (who can be the Canadian anchor or a paid representative) must submit a crisis web form with all required documents.
- Unique Reference Code: If the crisis web form is complete and there is room within the intake cap, applicants will receive unique reference codes that can be used to submit a TRV application through the IRCC Portal. Unique reference codes are used to stream applications that are eligible under the public policy.
- TRV Application: If the TRV application is complete, and the intake cap is not met, it is accepted into processing.
- Review: An officer reviews applications to determine eligibility and admissibility. Preliminary security screening is initiated based on the enhanced biographical information.
- Submission of names: family groups with no preliminary eligibility or admissibility concerns will have their names submitted to COGAT for exit approval out of Gaza via Rafah. Please refer to Table #2 for more details.
- Finalization: When applicants are able to leave Gaza, they will have their biometrics collected in Cairo as required. IRCC will render a decision and finalize the application once all requirements are reviewed.
- TRV Issuance: If all requirements are met, the application will be approved and applicants will be issued a TRV/TRP in order to arrange their own travel to Canada.
*Note: Submission of a web form and receipt of a unique reference code by the applicant does not mean that the application is being considered part of the public policy. An application will only be processed under the public policy if a complete TRV application has been submitted before the cap is reached. Applications are reviewed based on the order in which IRCC receives these applications.
Official exit process out of Gaza
- Preliminary Eligibility and Security : preliminary eligibility and security are assessed while applicants are still in Gaza. When submitting a TRV application, applicants must submit an enhanced biographic information. Enhanced biographic information will is used to initiate security screening activities.
- Security Screening : security partners are responsible for screening. Once security screening recommendations are received from partners, IRCC completes the preliminary security review.
- Exit permission list : once preliminary eligibility and if there are no preliminary security concerns, the names of applicant(s) as family groupings are sent to Israel and Egypt for exit permission.
- Exit Permission : Israel (and Egypt) complete their screenings of names prior to exit out of Gaza. If individuals are cleared for onward crossing, their names are publicly posted as eligible to cross the border.
- Exiting Gaza / Entry to Egypt : individuals exit Gaza and enter Egypt via the Rafah crossing. Once in Rafah, the Government of Canada provides transportation to Cairo and accommodation for two nights .
- Continued Processing : once in Cairo, processing continues, including biometrics collection as required, until finalization of the application.
