- Given there is no direct 1 to 1 relationship between permits and TRVs, the objective was to determine the initial permit tied to special programs within this list: 'HCCPA','HCCPB','HSWA','HSWB','LCP', 'CARE4411', 'CARE4412'.
- Using the initial permit dates, a concurrent visa was determined where dates overlapped, which will be treated as the initial visa.
- The logic used to determine a concurrent visa:
- Visa starts before permit, and visa ends after/on initial permit (permit inside visa)
- Visa starts after permit, and visa ends before/on permit (visa inside permit)
- Visa starts before permit, and visa expires after permit sign date (Staggered, visa first)
- Visa starts after permit, and permit expires after visa sign date. (Staggered permit first)
- The logic used to determine a concurrent visa:
- To determine if the individual stayed past the initial TRV's valid-to date (given that we cannot determine if an individual entered or exited Canada), the additional visa count consists of individuals who received a subsequent TRV that started anywhere from the initial TRV sign date to the initial TRV's expiry date plus one year.
- The reasoning to add one year leeway to the expiry date for the additional visa count logic is to provide some room for individuals who do not immediately apply for a new TRV or an extension.
- The breakdown consists of the initial permit's sign year and province/territory from 2015 to 2023, initial visa count (that represents all individuals with a permit and a concurrent visa), and subsequent visa count (that represents individuals who received a subsequent visa after their initial visa to represent if individuals stay past their initial visa)
Please note that all values between 0 and 5 are shown as “--”. This is done to prevent individuals from being identified when IRCC data is compiled and compared to other publicly available statistics. All other values are rounded to the closest multiple of 5 for the same reason; as a result of rounding, data may not sum to the totals indicated. Data are preliminary estimates and are subject to change. The total unique count may not equal to the sum of permit holders in each destination and program as an individual may hold more than one type of permit over a given period.
