With regard to the temporary foreign worker programs for caregivers, broken down by year since 2019 until 2024: (a) what is the total amount of workers hired through the (i) Home Child Care Provider Pilot (HCCPP), (ii) Home Support Worker Pilot (HSWP); (b) broken down by province and territory, what is the total amount of workers hired under the (i) HCCPP, (ii) HSWP; (c) what is the median annual household income of families that hired workers through the (i) HCCPP, (ii) HSWP; (d) what is the average annual household income of families that hired workers through the (i) HCCPP, (ii) HSWP; (e) what is the total amount of families that hired a worker through the HCCPP that had an annual household income of (i) less than $100,000, (ii) between $100,000 and $200,000, (iii) between $200,000 and $300,000, (iv) between $300,000 and $400,000, (v) between $400,000 and $500,000, (vi) between $500,000 and $600,000, (vii) over $600,000; (f) what is the total amount of families that hired a worker through the HSWP that had an annual household income of (i) less than $100,000, (ii) between $100,000 and $200,000, (iii) between $200,000 and $300,000, (iv) between $300,000 and $400,000, (v) between $400,000 and $500,000, (vi) between $500,000 and $600,000, (vii) over $600,000; (g) what is the total amount of workers, broken down by year, who went on to gain permanent resident status who were hired under the (i) HCCPP, (ii) HSWP; (h) broken down by country of origin, what is the total amount of workers brought in through the (i) HCCPP, (ii) HSWP; and (i) what is the total amount of reports of abusive working conditions under the (i) HCCPP, (ii) HSWP?

Insofar as Immigration, Refugees and Citizenship Canada (IRCC) is concerned:

Under the Home Child Care Provider Pilot (HCCPP) and Home Support Worker Pilot (HSWP), IRCC issues eligible applicants an occupation-restricted open work permit (OROWP) through the International Mobility Program (IMP), under the Gaining Experience category. This OROWP authorizes them to seek entry and employment in Canada in specific occupations. These work permits are not issued under the Temporary Foreign Worker Program (TFWP). The data provided does not include applicants under the HCCPP or HSWP that may already hold a work permit issued under the TFWP, as these work permits would have been obtained outside of, and not in relation to, the HCCPP and HSWP.

(a) and (b) Please refer to Annex A – Tab A for the total number of principal applicants issued an OROWP under the Gaining Experience categories of the HCCPP and HSWP from 2019 to 2024, broken down by destination province and territory.

Please note that the volume of work permits processed under the HCCPP and HSWP was low in the initial years following their introduction in June 2019. This is due to both a slow uptake under the pilots immediately following their launch and due to pandemic-related office closures and operational priorities that impacted caregiver processing in 2020 and 2021.

(c) to (f) This information is not systemically tracked and therefore is unavailable.

(g) Please refer to Annex A – Tab B for the total amount of principal applicants issued OROWP under the Gaining Experience categories of the HCCPP and HSWP who were admitted as permanent residents, broken down by year is provided in (g).

(h) Please refer to Annex A – Tab C for the total amount of principal applicants issued an OROWP under the Gaining Experience categories of the HCCPP and HSWP from 2019 to 2024, broken down by country of origin.

(i) This information is not systemically tracked and therefore is unavailable. However, it is important to note that there are several options available to those who may be experiencing any forms of abuse, including but not limited to, changing employers for any reason, contacting provincial authorities, submitting an anonymous tip to Service Canada, among others. IRCC and the Government of Canada take reports of abuse very seriously and will work with victims to address their individual circumstances and ensure their safety.
