Key Messages

Taking into account the spending authorities reflected in the 2024-2025 Main Estimates, Supplementary Estimates (A) and (B), as well as Treasury Board central vote allocations, IRCC’s financial authorities for 2024-2025 to date will total $6.5B.

Supplementary Information

Funding included in these supplementary estimates is comprised of the following items:

  1. Funding to support the asylum seekers in Quebec – $581.3M of voted authorities
    • This funding is to enter into a one-time grant payment with the province of Quebec, via the jointly developed agreement, to cover housing-related pressures associated with heightened volumes of asylum claimants, that extend beyond the eligible activities of the Interim Housing Assistance Program.
  2. Funding for the Interim Federal Health Program – $232.9M of voted authorities
    • This funding is to cover incremental costs related to the provision of health-care benefits to eligible beneficiaries.
  3. Funding for the Interim Housing Assistance Program - $203.9M (Budget 2024) & $25M of voted authorities
    • This funding is to compensate provinces and municipalities for the interim housing of asylum claimants.
  4. Funding to continue providing temporary accommodations and support services to asylum claimants – $100.4M of voted authorities
    • This funding is to continue providing temporary accommodations, until December 31, 2024, to asylum claimants who do not have access to shelters or affordable housing.
  5. Funding to proceed with building Canada’s modern, digital and data-driven migration system - $36M of voted authorities
    • This funding was reprofiled from previous year to support the second tranche of implementation activities for Digital Platform Modernization (DPM) – Phase 3.
  6. Funding for the partial visa imposition for Mexico - $18.4M of voted authorities
    • This funding is required to ensure that IRCC is able to establish a high level of client service for all applicants from Mexico and, at the same time, preserve the current level of client service globally.
  7. Funding to provide transitional financial assistance for clients arriving through the Americas humanitarian pathway – $12.5M of voted authorities
    • This funding is to provide transitional financial assistance through the Resettlement Assistance Program (RAP) to eligible recipients arriving in Canada under the Temporary Public Policy to Facilitate Permanent Resident Visas for Colombian, Haitian and Venezuelan Nationals with Family in Canada.
  8. Funding to stabilize the Global Management System for future digital platform transformation - $8.3M of voted authorities
    • This funding was reprofiled from previous year to support DPM – Phase 2.
  9. Transfers from and to various Departments - $4.3M
    • This include a transfer of $4.6M from the Department of Foreign Affaires, Trade and Development to adjust funding previously provided for departmental staff located at missions abroad.
  10. Funding to implement biometrics for citizenship applicants - $3.4M of voted authorities (Budget 2023)
    • This funding will enable a rapid and accurate criminality screening of citizenship applicants through a fingerprint-based approach and provide a robust means of identity management.
