We stand by the people of Hong Kong and support their human rights and freedom.
We've implemented a number of measures to support their immigration to Canada.
Through these measures, tens of thousands of Hong Kong nationals have become temporary or permanent residents in Canada.
Permanent Residence Pathways
In 2021, Canada launched two permanent residence pathways focused on recent Canadian education and work experience.
These pathways will close on August 31, 2026.
Applications are processed according to the Immigration Levels Plan.
High-demand, coupled with limited admissions space in the Immigration Levels Plan, has led to significant wait times.
Hong Kong nationals may also be eligible for permanent residence under regular pathways, such as those in the economic or family classes.
Temporary Resident Measures
In 2024, we introduced a three-year open work permit for individuals whose applications for the permanent residence programs are pending. This measure remains in place until May 2029.
Eligible Hong Kong residents can also apply for a work permit under our regular work permit programs.
