COW – Immigration Levels Plan – May 28, 2026
Controlled, balanced, sustainable
Upholding humanitarian commitments
Focus: economy, labour market, reducing pressures
- Our Immigration Levels Plan:
- Temporary resident targets = 5% of population by end of 2027;
- Permanent resident targets = 1% of population beyond 2027;
- Francophone outside Quebec = 12% by 2029.
- About supporting Canada’s ambitious economic agenda, meeting labour market needs, and reducing pressures on housing, healthcare and other services.
- Wait times - Humanitarian and compassionate/Parents and grandparents: High demand for specific categories can increase processing times, as we need to keep admissions in-line with Levels Plan.
- Settlement services: In 2026–2027, we plan to invest approximately $935M, across service provider organizations (outside of Quebec). We work with province and territories partners to distribute settlement and resettlement resources based on where newcomers settle across Canada.
