As co-chairs of the Forum of Ministers Responsible for Immigration (FMRI), we have a shared responsibility to bring Federal, Provincial and Territorial (FPT) governments together to discuss and collaborate on immigration policies and programs that address our regional labour market and demographic needs.

In light of the recently released Minister of Immigration, Refugee and Citizenship Mandate Letter, and on behalf of my PT FMRI colleagues, I want to express our interest in continuing to work together with you to enhance Canada's immigration system. In July 2021, ministers renewed our commitment to meaningful and timely FPT partnership and collaboration on immigration matters through the FPT Strategic Plan for Immigration (SP/) 2020-2023. It is in that spirit that we look forward to a constructive working relationship with your department as you strive to accomplish the priorities outlined in your mandate letter.

An essential focus of the FMRI is to ensure the benefits of immigration are shared across Canada through immigration programs that are complementary, flexible, and that respond to labour market, demographic and regional needs. FPT governments have worked closely on regional immigration efforts over the last few years to encourage immigrants to settle outside of major urban centers in support of vibrant rural, remote, and northern communities.
