IRCC’s response to a request for information made by the Standing Committee on Official Languages on February 28, 2022
Question
Mr. Marc Serré: Could you send us a table showing the number of employees at the Department of Immigration, Refugees and Citizenship Canada, by year since 2003, as well as the number of newcomers? There were 400,000 last year, a record. I am asking for statistics by province on the number of employees by year since 2003, and the number of newcomers to Canada.

The number of resources is reported on the Full-Time Equivalent (FTE) basis. For the period from fiscal year 2002-03 to 2008-09, the Departmental Performance Report did not require Departments to report on FTEs and therefore the information is not available. For the period from fiscal year 2009-10 to 2021-22, the information is provided in the table below and is also available to the public on the Government of Canada’s website: https://www.canada.ca/en/treasury-board-secretariat/services/departmental-performance-reports.html (from 2008-09 under the Departmental Performance Report section and between 2020-21 to today, under the Departmental Results Report section).

Prior to 2019, "French-speaking" was defined to include: (1) permanent residents having French as their mother tongue, or (2) permanent residents with a mother tongue other than French or English and "French only" declared as the spoken official language.
