Background

In 2018, IRCC Contracting authority was $2M contract entry and $1M amendment. Since 2019, our authority was increased to $3,75M total, including amendments.

Authority

Responsibility Center Managers (RCM) with operational authority can approve service contracts and contractual arrangements within their authorized budget up to the amount specified in the delegation chart and in accordance with the TB Directive on the Management of Procurement.

Restricted Authority

Procurement specialists and certain RCMs with restricted authority, outlined in the delegation chart as “R”, can approve contracts or contractual arrangements up to the amounts specified hereunder. Contracts exceeding the limits below are awarded only by PSPC through Procurement and Contracting Services, or through a submission to the TB if the amount exceeds the PSPC authority.

Due the complexities related to legislation, regulatory and policy directives in government contracting, RCMs are encouraged to consult with a procurement specialist who will ensure that the TB Directive on the Management of Procurement is followed.

Other Considerations

The Government of Canada’s Integrity Regime ensures that the Government does business with ethical suppliers in Canada and abroad. Suppliers deemed “ineligible” may be prevented from doing business with the Government of Canada for a certain period of time, as determined by PSPC.
