Question
Mr. Garnett Genuis: Can you provide all contracts that IRCC holds with Deloitte & Touche LLP, Accenture and McKinsey regarding artificial intelligence, digital platform modernization, Chinook and the digital services response project?
Ms. Caroline Xavier: I will have to assess whether that's feasible. With regard to the digital platform modernization, this project is under way and is right now in the contracting process. There is no contracting that has occurred with regard to digital platform modernization, in particular phase 3, for which the funding was recently provided in budget 2021. As a result, the work is under way and vendors have been engaged, but there's a very clearly outlined RFP that will be put out to be able to do the necessary steps on that.

No contracts are held with Deloitte & Touche LLP, Accenture or McKinsey regarding artificial intelligence or a digital services response project.
With respect to digital platform modernization, there is work underway with respect to Phase 3. IRCC is currently engaging with vendors on how they might support Phase 3 of the Digital Platform Modernization (DPM) Programme, through a formal Request for Information (RFI) process. The purpose of the RFI is to inform industry of IRCC’s requirement for DPM Phase 3 and to give industry the opportunity to provide feedback on the requirement and subsequent engagement activities. The RFI process will be followed by a competitive procurement process.
In addition, McKinsey & Company’s engagements in the context of IRCC’s Transformation amounted to a total of $21,988,443 between 2018 and December 2021 and were awarded via competitive process. That work included development of a business case for Phase 3 as part of Task Authorization (TA)#7. Please see Annex A for more information on the work performed by McKinsey.
With respect to Phases 1 & 2 of digital platform modernization, contracts were awarded via competitive process and total $17,149,848 with Deloitte & Touche LLP and $18,832,800 with Accenture (2020 - 2022).
No contracts are held with Deloitte & Touche LLP or McKinsey regarding Chinook. There is a contract totalling $1,589,025 regarding Chinook awarded via competitive process to Accenture (2020 - 2021)

These engagements were awarded via competitive process and amount to $20.4M through June 2022.
Deloitte
- IRCC's engagements related to digital platform modernization with Deloitte began in August 2020 and have yielded the Permanent Residence Digital Intake Portal and the Permanent Residence Confirmation Portal. In addition, they have supported the delivery of the GCMS Disaster Recovery Project along with providing Change Management support for digital platform modernization. These engagements were awarded via competitive process and total $17.2M through June 2022.
McKinsey & Company
- McKinsey & Company was awarded contracts via competitive process beginning in August 2018. The value of these contracts through December 2021 (when they ended) was $22.0M. The objective was to assist with setting the transformation agenda in motion and help deliver key initiatives including digital platform modernization. They have also worked on development of a business case for Phase 3 of the digital platform modernization as part of TA#7.
