Question
With regard to the approval rate for French-speaking international students: how many study permit applications, other than extension applications, did Immigration, Refugees and Citizenship Canada process in (i) 2023, (ii) 2024 to date, in total and broken down by country of residence ?

Insofar as Immigration, Refugees and Citizenship Canada (IRCC) is concerned:
International students, particularly French-speaking ones, enrich our communities and are an integral part of Canada's social, cultural and economic fabric.
IRCC engages in outreach with prospective students in cooperation with Global Affairs Canada (GAC) and other partners at public events and on social media. GAC-led events promote Canada as a top-tier competitive destination of choice for potential international students. These outreach efforts allow IRCC to explain visa requirements and provide information on how to apply in order to ensure that applicants are provided with the correct information and help steer candidates away from unscrupulous consultants.
In accordance with the Immigration and Refugee Protection Act and Regulations, the most common reasons for refusal are that the applicant is not able to satisfy the officer that they will be able to financially support themselves while in Canada and that they will leave Canada at the end of their authorized stay.
IRCC is examining how program guidance could be adjusted to provide officers with more flexibility to use discretion when assessing financial resources, particularly in regions where cultural and banking norms differ significantly from those in Canada.
Note: the term French-Speaking includes applications where the applicant has declared that their official language is French or bilingual.
- (i) In 2023, IRCC processed 144,431 study permit applications (excluding extension applications) from French-speaking international students.
- (ii)From January 1, 2024 to April 30, 2024, IRCC processed 35,336 study permit applications (excluding extension applications) from French-speaking international students.
