ARCHIVED – Backgrounder — Appointment and reappointments to the Immigration and Refugee Board of Canada

Normand Leduc (Montréal) was appointed to the Immigration and Refugee Board of Canada on July 2, 2008. Prior to his appointment to the Board, Mr. Leduc held a number of positions with the IRB, such as Refugee Protection Officer and Operations Support Manager. Mr. Leduc received his Bachelor of Law from the Université de Montréal.

Éveline Fiset (Montréal) was appointed to the Immigration and Refugee Board of Canada on September 1, 2008. Prior to her appointment to the Board, Ms. Fiset had her own private practice specializing in the field of immigration law, with a focus on judicial reviews before the federal court and applications before Citizenship and Immigration Canada in Montréal. She also worked as a researcher in the Appeal Court of Québec. Ms. Fiset has a Bachelor of Laws from the Université du Québec.

Elaine Doyle (Montréal) was appointed to the Immigration and Refugee Board of Canada on September 2, 2008. Prior to her appointment to the Board, Ms. Doyle was a Director of Public Affairs and Clerk’s Office at the Borough of Côte-des-Neiges-Notre-Dame-de-Grâce. She was also a Division Head for the Clerk of the Municipal Court and Assistant clerk in Pierrefonds. Ms. Doyle received her bachelor’s degree in Legal sciences at the Université du Québec à Montréal.

Renée Bourque (Montréal) was appointed to the Immigration and Refugee Board of Canada on September 29, 2008. Prior to her appointment to the Board, Ms. Bourque founded and managed Ateliers CIPC Inc., a research and training company in the intercultural field. She also published various works and taught University-level courses in the same field.

David John Lowe was a National Governance Liaison Coordinator for the Congress of Aboriginal Peoples, a small business owner and Chief Constable for the Town of Inuvik, NWT prior to his appointment to the Board. Mr. Lowe attended the Toronto School of Business and Athabasca College.
