Special Measures Extended for Haitian Nationals in Canada
Ottawa, November 20, 2025—Canada remains deeply concerned about the unstable security situation in Haiti and is committed to protecting vulnerable people affected by it.
Special measures for Haitian nationals and foreign national family members of Canadian citizens and permanent residents in Canada will be extended beyond November 20, 2025. Eligible individuals can continue to apply for a study or open work permit, temporary resident permit, or extension of their temporary resident status without paying application fees.
These measures were first introduced in May 2024. By extending these measures, Canada is helping Haitian nationals and eligible foreign national family members of Canadian citizens and permanent residents remain safely in the country, without the added burden of application fees. This underscores Canada’s continued commitment to offering compassionate and practical support to those impacted by global conflict, especially individuals who have already sought safety here.
