What’s expected of communities
Before you apply, make sure your organization is aware of the roles and responsibilities associated with participating in the pilots. Your organization, your employers and our department have different responsibilities.

Economic development organization responsibilities
As an economic development organization, you’ll need to:
- promote the pilot to potential newcomers, employers and designated learning institutions
- build awareness of the pilot in the community
- identify priority occupations and sectors facing labour shortages
- designate employers, making sure they:
- are established within the community’s boundaries
- have labour needs that align with identified priority occupations or sectors
- agree to support newcomers’ settlement and integration
- make sure candidates’ job offers are:
- genuine
- from a designated employer
- in a priority occupation or sector
- recommend eligible candidates for permanent residence
- build and maintain strong program integrity capacity to detect and deter fraud
- ensure decision making is fair and impartial
- monitor and report on the results of the pilot in your community
Responsibilities of employers in the community
Employers need to:
- apply to the EDO for designation
- complete mandatory training
- recruit, assess, and hire newcomers
- confirm that job requirements are aligned with the community’s labour market priorities
- support the settlement and integration of newcomers
Federal government responsibilities
We will be responsible for:
- onboarding, training, and providing ongoing support for communities
- promoting the pilots
- assessing candidates with recommendations for permanent residence against eligibility criteria, including human capital factors (language, education, work experience, etc.) and making final decisions on permanent residence applications
- monitoring outcomes of the pilots
