Crisis in Israel and the Palestinian Territories: Temporary health-care coverage
You may be able to apply for temporary, limited health care coverage through the Interim Federal Health Program (IFHP).
This is a temporary measure that we’ve put in place to support those who have come to Canada as part of the assisted departures out of Israel or the Palestinian Territories.
Who’s eligible
Select the option below that describes you to find out if you’re eligible.
Permanent resident of Canada
You can apply if you
- are a permanent resident of Canada who left Israel or the Palestinian Territories on or after October 7, 2023
- arrived in Canada as part of the assisted departures out of Israel or the Palestinian Territories
- are not able to get provincial or territorial health coverage right away
- are not able to get other public or private health care coverage
Documents to support your application
You must provide copies of the following documents to support your application:
- the photo or identification page of your passport or travel document
- documents showing the date you left Israel or the Palestinian Territories, for example:
- a flight travel itinerary
- boarding passes
- passport stamps

Submit your application
You must submit your application online. Follow these steps to apply online:
- Create an account.
- Under the heading “what would you like to do today,” select “apply for the Interim Federal Health Program (IFHP).”
- Upload your saved application form.
- You’ll receive a response to your application by email through your account.

Length of coverage: 90 days from the date you enter Canada
Coverage:
- basic, supplementary and prescription drug coverage

Family member of a Canadian citizen or permanent resident
You can apply if you
- are the family member of a Canadian citizen or permanent resident of Canada
- arrived in Canada as part of the assisted departures out of Israel or the Palestinian Territories
- are in Canada with valid temporary resident status
- are not able to get public or private health care coverage
Definition of family member
A family member is defined as a
- spouse or common-law partner
- dependent child (yours, your spouse’s or your common-law partner’s) or
- dependent child of a dependent child
