The Economic Mobility Pathways Pilot (EMPP) was a program for skilled refugees and displaced people looking to work permanently in Canada. The EMPP:
- helped skilled refugees and other displaced people immigrate to Canada through economic programs
- gave employers access to a new pool of qualified candidates to fill job openings

As a skilled refugee or other displaced person, you may have been eligible to immigrate to Canada based on your work experience, education and language skills—with or without a job offer.
Hire skilled refugees and displaced people through the program
This program was a unique opportunity for employers in Canada to hire skilled refugees and other qualified displaced people overseas. It helped Canadian employers access a new pool of skilled employees.
