You need a provincial attestation letter to apply for a study permit

As of 8:30 am ET on January 22, 2024, most students must include a provincial attestation letter (PAL) from the province or territory where they plan to study with their study permit application.

In most cases, if you apply without a PAL, your application will be returned with fees.

Follow these steps to apply online using the IRCC Portal.

1. Get an invite code, create an account and sign in

If it’s your first time using the IRCC Portal, you need an invite code to create an account. Once you have your code, you can create an account in the portal and sign in.

2. Complete the online form and upload your documents

After you answer all the questions, you’ll get a list of documents you need to upload.

This includes the documents that:

  • show you’re eligible to travel to Canada right now and
  • support your study permit application

3. Pay with a credit card

We accept credit cards and prepaid cards from Visa®, MasterCard®, American Express®, JCB® and UnionPay®.

If you’re applying for a study permit extension

Use the IRCC secure account when you apply to extend your study permit.

Even if you applied for your initial study permit using another account, you must use the secure account when you apply to extend your study permit.

If you can't apply online

You can apply on paper if you can’t apply online because:

  • of a disability
  • you're travelling with an identity or travel document that was issued to a refugee, a stateless person or a non-citizen
