Resettling Sudanese nationals affected by the crisis in Sudan: Canada’s immigration response to the crisis in Sudan

After violence erupted in Khartoum on April 15, 2023, Canada took on a leadership role, organizing discussions with the international community to coordinate a response to the crisis. As part of our ongoing efforts, Canada has already resettled thousands of Sudanese refugees and other refugees impacted by the conflict in Sudan.

Now Canada has committed to bring more Sudanese refugees to safety in Canada as privately sponsored or government-assisted refugees.

Privately sponsor a Sudanese refugee

Groups of five and community sponsors Closed

Earlier this year, we announced that Canada will accept new applications to resettle approximately 350 Sudanese refugees privately sponsored by Groups of Five and Community Sponsors by waiving the requirement for a refugee status determination (RSD) document.

To be eligible for this measure, the principal refugee applicant must be a Sudanese national currently living outside of Sudan who does not intend to live in Quebec. All other eligibility and admissibility requirements of the Private Sponsorship of Refugees program will apply.

Beginning April 30, 2025, Groups of Five and Community Sponsors will be able to apply through IRCC’s online application portal by selecting:

  • the refugee program, and
  • PSR Pathway – Sudan category

Deadline to apply: December 31, 2025, or when 160 applications have been accepted for processing, whichever comes first.

We recommend that sponsors prepare as much as possible before the portal opens, in case the application cap is reached quickly.

Sponsors can use existing guides and document checklists for groups of five and community sponsors to prepare a complete application, but do not need to submit an RSD. Training and supports, funded by IRCC, are also available through the Refugee Sponsorship Training Program.

Sponsorship Agreement Holders Ongoing

Sponsorship Agreement Holders are sponsorship organizations that hold an agreement with IRCC to sponsor refugees year over year.

We are providing 350 more spaces (in persons) for Sponsorship Agreement Holders to submit applications to sponsor Sudanese refugees in 2025, in addition to their regular allocations for the year. Sponsorship Agreement Holders are responsible for determining who they would like to sponsor each year, within the allocation of spaces they are provided by IRCC.

Government-assisted refugees Ongoing

Canada is planning to resettle more Sudanese refugees and their families by the end of 2026.

Under this commitment, 4,000 Sudanese nationals will come to Canada as government-assisted refugees.
