Who can enter Canada
Dependent adults are those who have a mental or physical limitation and depend on one or more persons for care or support.
Foreign national dependent adults may be exempt from the travel restrictions if they are either:
- fully vaccinated, or
- travelling together with their parent, step-parent, guardian or tutor
Fully vaccinated
Travellers who qualify as fully vaccinated may be exempt from the travel restrictions.

Travelling together with parent, step-parent, guardian or tutor
Foreign national dependent adults may be exempt from the travel restriction if they are travelling together with their parent, step-parent, guardian or tutor and the parent is a:
- Canadian Citizen, person registered under Canada’s Indian Act, or a permanent resident of Canada
- temporary resident of Canada who is fully vaccinated
Travellers who are not fully vaccinated must follow all testing and quarantine requirements even if they are coming with someone who is fully vaccinated.
