Matthew Boswell appointed Interim Commissioner of Competition

News release

Outgoing Commissioner Pecman concludes 34 years of public service

May 30, 2018 – Ottawa, Ontario

Today, the Honourable Navdeep Bains, Minister of Innovation, Science and Economic Development, announced that Matthew Boswell has been appointed Interim Commissioner of Competition for up to one year to replace outgoing Commissioner John Pecman.

Mr. Boswell joined the Competition Bureau in 2011 and has been Senior Deputy Commissioner since September 2012. Mr. Boswell worked as an Assistant Crown Attorney in Toronto, prosecuting all types of criminal offences. Immediately prior to joining the Bureau, Mr. Boswell was Senior Litigation Counsel in the Enforcement Branch at the Ontario Securities Commission, where he primarily prosecuted securities fraud and related matters. His appointment as Interim Commissioner of Competition takes effect May 31, 2018.

Mr. Pecman finishes his five-year term on May 30, ending 34 years of service at the Competition Bureau. He joined the Bureau as an investigator in 1984. He worked in every enforcement branch until he was appointed Interim Commissioner in 2012. In 2013, he became the first-ever economist to be appointed Commissioner of Competition.

Commissioner Pecman promoted a balance of enforcement, advocacy and outreach. This inspired the Bureau’s 2015 restructuring initiative, which improved collaboration, flexibility and the Bureau’s ability to effectively deliver on its strategic priorities. Mr. Boswell will carry on this strong work as the Bureau continues to protect and promote competition and innovation across Canada.

“I would like to thank Mr. Pecman for his 34 years of dedicated public service to Canadians. As well, I’d like to welcome Mr. Boswell to his new position. The Competition Bureau contributes to the prosperity of Canadians with its prudent defence of open and competitive markets for businesses and consumers.”

– The Honourable Navdeep Bains, Minister of Innovation, Science and Economic Development

“Over the past five years, we set out to do our utmost to safeguard innovation and competition for the benefit of Canadians. We were able to achieve even more than I had initially hoped, and I’m humbled by the talent and perseverance of the Bureau’s staff and management who have made this happen. That said, the job is not done, and I look forward to seeing the Bureau continuously improve and adapt so that it can keep defending and promoting competition in Canada.”

– John Pecman, Commissioner of Competition

“I am honoured to have been asked to lead the Competition Bureau until the next Commissioner is appointed. Thanks to Commissioner Pecman’s leadership and vision, the Bureau is well positioned to continue to succeed in delivering on its mandate. I intend to build on this solid foundation to ensure that Canadians continue to benefit from increased competition and innovation in the marketplace.”

– Matthew Boswell, Senior Deputy Commissioner of Competition
