The grievor sought the reimbursement of expenses incurred for re-certification of her Medical-Surgical Nursing specialty under the Canadian Nursing Association Certification Program. The CAF had paid for the original certification five years earlier and it was the grievor's contention that it was unreasonable for the CAF not to pay for re-certification.

The Initial Authority (IA) determined that the reimbursement policy had changed and that the grievor had been provided with sufficient notice that she would not be reimbursed for her re-certification. The IA also found that it was reasonable for the CAF to only reimburse for the initial certification and denied the grievance.

The Committee agreed that the grievor had been adequately advised and had sufficient opportunity to withdraw her application for renewal and receive a refund of the fees which had been paid, but she chose not to. The Committee also found that it was not unreasonable for the CAF to limit reimbursement to initial certification fees in light of organizational priorities, resources and constraints. The Committee therefore recommended that the grievance be denied.
