The Committee had to determine whether the decision of the Head Defence Public Affairs Learning Centre to remove the grievor from the Reserve Basic Public Affairs Officer Course, and to refer her to Personnel Selection Services for career action, was justified and in accordance with the applicable policies.
The Committee recommended that the Final Authority (FA) afford the grievor redress and that the grievor be registered for the course in question.
FA decision summary
The FA agreed with the Committee that the grievor had not received appropriate remedial training as had been directed by the first Progress Review Board (PRB). As a result, the FA found that the second PRB decision was unfair and could not stand, and the career action was unjust and must be disregarded. The FA also noted that he shared the grievor's concern with the quality of instruction and assessment. The FA directed that all record of the grievor's course failure be struck from her personnel file and that she be registered to the next available course.
