The grievor argued that the Canadian Armed Forces failed to calculate his rate of pay correctly when he was commissioned and promoted from the rank of Chief Warrant Officer to Captain (Capt) through the Special Requirements Commissioning Plan (SRCP). As redress, the grievor requested that he be paid at Capt Pay Ievel 8, retroactive to the day of his promotion.
The Initial Authority, the Director General Compensation and Benefits, denied the grievance, finding that the grievor's rate of pay was determined correctly in accordance with Compensation and Benefits Instructions 204.04(3) - Rate of Pay on promotion.
The Committee found that the grievor's pay rate on promotion to Capt under the SRCP was correctly determined in accordance with policy and recommended that the Final Authority not afford redress.
