After graduating from Royal Military College, the grievor was assigned on On-job-training. Her supervisor initiated persistent sexual communications and she eventually complained of harassment. The complaint was decided to be founded and the supervisor was given remedial measures and his case was referred to Director Military Career Administration for review. In her grievance, the grievor disputed the RO's handling of the complaint.

The Committee noted that some issues she raised had already been corrected, that the policy at the time did not give the grievor a right to learn the details of the action taken against the respondent, and that it was reasonable for the RO to conclude after substantiating 29 serious incidents that further investigation would not increase the severity of the consequences for the respondent, and stop investigating.
