The Committee had to determine whether the content of Section 18 of the grievor's course report was appropriate.

The Committee found that the course report should reflect that the member failed to achieve the desired learning objectives and comment on the fact that he missed a large part of the training due to personal extenuating circumstances, sometimes without approval. However, the course report should be void of any comments concerning the grievor's behavioural issues related to respect and attitude.

The Committee recommend that the Final Authority (FA) afford the grievor redress and direct an amendment to the course report.

FA decision summary

The FA, the Director Canadian Forces Grievance Authority, agreed with the Committee's finding that, while on a course provided by civilian instructors, the grievor exhibited conduct below the expected standard. The FA partially agreed with the Committee's recommendation regarding revisions to the grievor's course report. The FA directed that the grievor's conduct be noted on the course report despite agreeing with the Committee that the military chain of command should have addressed the conduct earlier.
