The grievor challenged not being given Temporary Duty (TD) benefits, including Rations and Quarters (R&Q) and incidentals for a period Class B service. The redress sought was to be reimbursed for her R&Q and incidentals for the particular period of service.
The Initial Authority (IA) found that the grievor should have been entitled to TD benefits, however the IA did not have the authority to approve retroactive payment of R&Q and incidentals. So, the IA forwarded the grievance to the Director Compensation and Benefits Administration (DCBA) for approval. The DCBA denied the retroactive payment of TD benefits having found that the grievor did not travel from her home unit to another duty location.
The Committee determined that the grievor was residing in the local area when she applied and was selected for Class B employment as a “local hire”; and that she subsequently transferred to a unit in the local area as she had no intention of returning to the city where her home unit was located. The Committee found that as the grievor had not travelled, nor been approved to travel, for the purposes of her Class B employment, she was not entitled to TD benefits or free R&Q during that period. The Committee recommended that the Final Authority (FA) not afford the grievor redress.
