The grievor complained that his previous grievance had been mishandled, and requested that a Board of Inquiry be conducted into the issue and that he be provided with the resulting Minutes of Proceedings.
The Committee found that, though the grievor may believe that actions of his Chain of Command (CoC) were not adequate, the CoC has discretion as to whether they choose to investigate or not such incidents and consequently they had no obligation to conduct an administrative investigation into the mishandling of the grievance file. Though the misplaced file was located in a secure location, the Committee acknowledged that 3.5 months was a long time to wait to find out the status of his grievance file and expressed sympathy for the anxiety which the grievor says he experienced during that period.
