The grievor contended that she had not received the appropriate credit for her previous service at the time of her component transfer (CT) to the regular force. The Committee found that although there were administrative errors in the manner in which the grievor's CT was done, she had received the appropriate credit for her previous service in accordance with the applicable policies.

FA decision summary

The Canadian Forces Grievance Authority agreed with the Committee's recommendation that the grievance be denied. He noted that the grievor was not a civilian joining the Canadian Armed Forces (CAF) from the street, as the Direct Entry Officer (DEO) was designed for. She was already serving in the CAF and had a degree, the two conditions which were necessary to apply for the Special Commissioning Plan (SCP). Consequently, he found that the SCP was the proper commissioning plan. As such, he found that the time spent on Basic Military Officer Qualification training as Officer Cadet does not count towards promotion to Lieutenant. The FA did not address the difference in treatment with the DEO candidates.
