The grievor argued that procedural errors were made during the investigation of his harassment complaint. As a result, he disputed the findings of the Harassment investigation (HI). As redress, the grievor requested a de novo review of his harassment complaint.

The Initial Authority rejected the grievance, finding that the grievor did not submit adequate justification to demonstrate that it would be in the interest of justice to accept the grievance after the three-month prescribed time limit.

The Committee conducted a de novo review of the grievor's harassment complaint and found that it was administered in accordance with the applicable policies.

More specifically, the Committee found that the investigators were impartial and appropriate to conduct the HI. The Committee also found that the HI findings were reasonable and that the grievor did not offer supporting evidence to contradict them.

As a result, the Committee recommended that the Final Authority not grant redress.

FA decision summary

The Acting Chief of the Defence Staff agreed with the Committee's findings and recommendation not to afford the grievor redress.
