The Director Canadian Forces Grievance Authority, acting as final authority (FA), agreed in part with the Committee's recommendation to uphold the grievance. In examining the Canadian Forces Leave Policy Manual, the FA based its analysis [TRANSLATION] “on a compressed schedule of eight days and not on the number of hours worked, unlike the Committee.” The FA ordered reinstatement of 18 days of leave to the grievor, rather than the 21 days recommended by the Committee
