The grievor contested the initial counselling (IC) he received for a performance deficiency for failing to enroll in and complete a course. The grievor argued that he had not received proper Personnel Evaluation Reports and there had been no informal discussion or documentation supporting any performance issues. The Committee found that the grievor's actions did not constitute a performance deficiency and the IC was not compliant with Defence Administrative Order and Directives 5019-4, Remedial Measures.
The Committee recommended that the Final Authority direct that the performance IC be quashed and all references to it be removed for grievor's personnel file.
