The grievor complained that he was denied reimbursement of his mortgage early repayment penalty (MERP) and his capital improvement (CI) expenses related to a new roof and doors, on the sale of his home in 2014. The Committee found that the MERP benefit had been discontinued in 2012 and the grievor could therefore not be reimbursed for it. As to the CI, the Committee found that the roof and doors were not on the “all-inclusive” list of items that qualified for reimbursement under the CI benefit in the Canadian Forces Integrated Relocation Program Directive.

The Final Authority agreed with the Committee's findings and recommendation and did not grant redress.
