The Committee determined that the Canadian Armed Forces is only authorized to expend funds in circumstances specifically provided for by the Treasury Board (TB) in the Compensation and Benefit Instruction or other TB directives. The Committee found that as the TB had not authorized the purchase of legal attire, the grievor could not be reimbursed for the expense and recommended that the grievance be denied.
