The grievor, a Reservist, complained about not receiving payment on three submitted claims. During the grievance process, the grievor received payment of the claims, but still sought reimbursement of accrued interest and confirmation that appropriate administrative procedures had been put in place to improve the unit's processing of pay and claims.

There was no Initial Authority decision.

The Committee found that the grievor's unit was known to have issues with pay and claims administration at the time and concluded that the delays in the provision of pay and claims services to the grievor were not justified or defensible.

With respect to the grievor's request for reimbursement of the accrued interest, the Committee found that the Final Authority (FA) did not have the authority to settle claims of liability within the grievance process.

The Committee recommended that the FA acknowledge the shortcomings in the unit's administration of the grievor's pay and claims, and direct a staff assistance visit be conducted at the grievor's unit to examine the processing of pay and claims. 

FA decision summary

The FA, Director Canadian Forces Grievance Authority, agreed with the Committee's finding that the grievor had been aggrieved. However, the FA concluded that the redress the grievor sought was moot because he received reimbursement of his claims. The FA did not directly address the Committee's recommendation concerning a staff assistance visit to examine the processing of pay and claims. However, the FA encouraged the grievor's chain of command to ensure that pay and entitlements are administered properly.
