The grievor contended that the Canadian Armed Forces was misinterpreting the article 209.50 of the Compensation and Benefits Instructions for the Canadian Forces (CBI) concerning Leave Travel Assistance (LTA). He argued that he should be compensated for the cost of his leave travel from the start point to the end point, included travel to and from the airport and meals en route, and not just the cost of the airfare.
The Committee noted that the intent of the LTA policy is to provide reimbursement for “some” of the expenses related to leave travel and found that the CBI entitlement in the grievor's case was the actual cost of the return airfare. As the grievor had received what he was entitled to, the Committee recommended that the grievance be denied.
FA decision summary
The Final Authority (FA) agreed with the Committee's findings and the recommendation not to grant redress. However, the FA did not address the Committee's recommendation that CBI 209, Section 5 - Transportation on Leave be reviewed to ensure clarity.
