The grievor argued that instead of receiving Rescue Specialist Allowance (RECSPECA), he should be entitled to receive Aircrew Allowance (AIRCRA), Paratroop Allowance and Diving Allowance. The Committee found that the Compensation and Benefits Instructions for the Canadian Forces do not allow members to choose which allowances they wish to receive. In the grievor's case, he is entitled to RECSPECA. Furthermore, as RECSPECA incorporates elements of AIRCRA, Paratroop Allowance and Diving Allowance, the Committee found he is not entitled to receive these three allowances.
