During the course of two years, the grievor had multiple interactions with various mental health authorities at Canadian Forces Base Edmonton. He contends there were inadequate wait times to see mental health professionals, and that it took months to receive care. He requested that a number of changes occur with respect to timely access to mental health services on the base.
The Commander Canadian Forces Health Services Group (CFHS), acting as the Initial Authority found that CFHS established benchmarks for mental health care were comparable to the provincial standards. He found that the grievor received care and services which were appropriate and consistent with CFHS standards, policies and directives.
The Committee found that the grievor was treated appropriately with respect to his medical and mental health care. The Committee also found that, although his wait time in one instance was longer than the target, the wait times were reasonable, as compared to wait times in the province of Alberta.
FA decision summary
The Director Canadian Forces Grievance Authority, acting as FA, agreed with the Committee's findings and recommendation not to afford the grievor redress.
