The grievor asserted that her Commanding Officer (CO) had no authority to deny her request for a posting from a Joint Personnel Support Unit (JPSU) to one that was better able to meet her medical needs. As redress, she sought a cost-move posting.
The Initial Authority, the Commander of the Canadian Armed Forces Transition Group, denied redress, noting that there was no medical basis to approve the posting and that the request was motivated by the grievor's non-medical reasons.
The Committee found that the CO had no authority to deny the request and should have forwarded it to the Director Military Careers, as stipulated under the Director Casualty Support Management Directive and Procedure (DDP) 6.04. The Committee also found that the Base Surgeon's explanation satisfied the DDP 6.04 requirement for compelling medical reasons to grant a JPSU posting request.
The Committee recommended that the Final Authority grant redress.
