The Committee found that the 1 CAD Order, Volume 5, 5-035, governing the Royal Canadian Air Force Individual Training and Education, permits unsatisfactory progress reviews for safety reasons and afforded the School Commandant the discretion to determine the most reasonable means of addressing deficiencies regardless of the grievor's training status. While it noted some process deviations, the Committee found that the proceedings satisfied both the governing order and procedural fairness requirements. Finally, the Committee found that the scope of information considered was appropriate, the findings were supported by evidence, and the Progress Review Board cease training recommendation was reasonable and within a spectrum of available options considering the grievor's history of safety incidents.
The Committee found the grievor was not aggrieved and recommended that redress not be granted.
