The grievor disputed the Prior Learning and Assessment Recognition (PLAR) decision that denied her equivalency for her Rank Qualification (RQ) Sergeant (Sgt) course. As redress, the grievor requested that her prior experience be acknowledged, that she be credited with the RQ Sgt course, and that it count towards her substantiation in the rank of Sgt.

There was no Initial Authority decision as the Commander Military Personnel Generation Training Group could not determine the grievance within the time limit prescribed by article 7.15 of the Queen's Regulations and Orders for the Canadian Forces.

The Committee found that the written PLAR decision lacked sufficient reasons to explain why the grievor was denied the equivalency she had requested. Upon review of additional information obtained from the occupation Standards Division, the Committee found that the grievor had not performed all of the tasks required of a Sgt in her occupation, and had not submitted evidence to contradict the PLAR conclusion that there remained gaps in her training, when compared to the course requirements for her RQ Sgt qualification. The Committee concluded that although the grievor had not initially received a fulsome explanation of the PLAR decision, this issue had been remedied through the grievance process.

The Committee recommended that the Final Authority (FA) not afford the grievor redress.

FA decision summary

The Director Canadian Forces Grievance Authority agreed with the Committee's recommendation to deny the grievance. Like the Committee, she found that the grievor lacked individual training, education and experience to warrant the equivalency she was seeking.
