The grievor considers himself aggrieved by the refusal to grant him a Post Living Differential (PLD) allowance for the Montreal region. Based on his interpretation of the map, his residence is part of the Montreal geographical area, which therefore entitles him to a PLD allowance. He explained that he had meticulously verified the place of duty's geographical area before buying a residence but that the Canadian Armed Forces used a map other than the one cited in the applicable directives for establishing entitlement to a PLD allowance.
The Director General for Compensation and Benefits, acting as Initial Authority, refused to grant the grievor's request for redress, concluding that he was not eligible for a PLD allowance because, despite his principal residence being within the geographical boundaries of the place of duty, the residence is not located within the Post Living Differential Area (PLDA).
Following a review of the maps, the Committee concluded that the grievor's principal residence was located within the geographical boundaries of the place of duty of Montreal, but that the residence is outside the limits of the PLDA. As a result, the Committee determined that the dismissal of the grievor's request for a PLD allowance was justified.
The Committee recommended that the Final Authority not grant the grievor redress.
