The grievor disputed the decision to cease his Phase III Rotary Wing Training due to course failure. He alleged training mishandling, Training Plan (TP) flaws, Progress Review Board (PRB) deviations from policy, and apprehension of bias due to the PRB composition. As redress, the grievor sought course reintegration.

The Commander Royal Canadian Air Force (RCAF), acting as the Initial Authority, denied redress, finding that the grievor's training was carried out in accordance with the TP, and that the PRB was conducted in accordance with applicable policies and procedures.

The Committee found minor training management deviations but there was no evidence that the grievor ultimately suffered as a result. While the TP was changed after the grievor ceased training, the Committee found that this had no impact on the grievor's obligation to meet the TP standards in effect at the time of his training. The Committee noted that the Review proceedings departed slightly from the RCAF PRB Aide Memoire but found that they met the requirements stipulated by the governing order, Air Force Order Volume 5, 5-035 (5-035), and that any departures from the Aide Memoire did not compromise procedural fairness. The Committee also found that the grievor's claim of an apprehension of bias by virtue of board member composition was not compelling. Finally, the Committee concluded that ceasing the grievor's training due to course failure was justified by both the policy and the evidence.

The Committee found the grievor was not aggrieved and recommended that redress not be granted.
